Given the reported benefits of another non-THC cannabinoid, CBD in type 1 diabetes, a CBD/THCV combination may be beneficial for different types of diabetes mellitus.”</p>

The statement is a major blow to a law that would have forced cannabis periodicals off newsstands in the state. Recently passed Colorado law HB 13-1317 would have placed <em>High Times</em> next to <em>Penthouse</em> and <em>Hustler</em>, behind the counter in liquor stores. <em>High Times</em> and the American Civil Liberties Union sued, saying the bill violated the First Amendment of the U.S. Constitution.</p>

Brian Sandoval signed SB374 into law Wednesday. The measure establishes the framework to make pot available to medical marijuana card holders, imposing fees and requirements for growers, processors and dispensaries of pot. It also contains provisions to continue to allow home-growing until 2016.</p>
<p><a href="http://hemp.org/news/content/maine-senate-refuses-let-voters-decide-marijuana-legalization" target="_blank"><strong>Maine Senate Refuses to Let Voters Decide on Marijuana Legalization</strong></a> &#8212; The Maine Senate on Monday blocked a chance for the state&#8217;s voters to decide for themselves at the ballot box whether to legalize marijuana for recreational use.  The Senate voted 24-10 Monday morning against sending the question to November&#8217;s ballot, reports Christopher Cousins at the <i>Bangor Daily News</i>. That followed a Friday vote in the House of Representatives where the measure, LD 1229, sponsored by Rep. Diane Russell (D-Portland), fell four votes short of passage.</p>
<p><a href="http://hemp.org/news/content/oregon-two-marijuana-initiatives-filed-state-ballot" target="_blank"><strong>Oregon: 2 Marijuana Initiatives Filed in State Legislature</strong></a> &#8212; <i>Hemp News</i> and The Hemp and Cannabis Foundation (THCF) owner Paul Stanford has filed two new initiatives to legalize marijuana in Oregon.  One of the measures is similar to an 2012 initiative that fell short by just six points at the polls, but with a couple of major changes, reports Jeff Mapes at <i>The Oregonian</i>. The commission would no longer be chosen by cannabis growers, retailers and others in the marijuana community, but instead would be appointed by the governor, according to Stanford.</p>

Davies, a California man facing a litany of charges stemming from his work as a medical marijuana provider, pleaded guilty Friday to 10 federal felony offenses.  Davies was indicted on federal charges last July for manufacturing marijuana, after agents with the Drug Enforcement Administration raided his grow warehouse in 2011.  The operation came amid a larger pot crackdown by federal authorities in the Sacramento area, where marijuana dispensary owners have been repeatedly targeted despite California state law, under which medical cannabis is legal.</p>

Thomas, a fellow in urology at Kaiser Permanente Medical Center in Los Angeles, told USA Today.</p>

<p><a href="http://norml.org/news/2013/05/09/study-synthetic-thc-mitigates-hiv-infection" target="_blank"><strong>Synthetic THC Mitigates HIV Infections</strong></a> &#8212; The administration of synthetic cannabinoid agonists limits HIV infection in macrophages (white blood cells that aid in the body&#8217;s immune response), according to preclinical data published in the <em>Journal of Leukocyte Biology</em>. Macrophages are one of the first type of cells infected by the HIV virus when it enters the body.</p>
<p><a href="http://www.kswt.com/story/22188913/brewer-signs-bill-permitting-marijuana-research" target="_blank"><strong>AZ Governor Signs Bill Permitting Medical Cannabis Research</strong></a> &#8212; Arizona Gov. Jan Brewer has signed a bill that would allow public colleges and universities to conduct medical marijuana research.  Brewer&#8217;s action Tuesday comes roughly a year after she signed a bill banning medical marijuana on higher education campuses.</p>

<p><strong><a href="http://norml.org/news/2013/05/09/poll-nationwide-support-for-medical-marijuana-legalization-at-all-time-high" target="_blank">Nationwide Support  for Medical Marijuana at 85% </a></strong>&#8211; Nearly nine out of ten Americans &#8212; including 80 percent of self-identified Republicans &#8212; say that marijuana should be legal if its use is permitted by a physician, according to nationwide Fox News telephone poll of 1,010 registered voters.</p>
<p><a href="http://www.hightimes.com/read/maryland-legalizes-medical-pot" target="_blank"><strong>Maryland Legalizes Medical Marijuana</strong></a> &#8211;  Maryland became the 19th state to approve medical marijuana. Governor Martin O’Malley will sign the legislation at a ceremony Thursday.  The medical pot bill establishes “academic medical research centers” that will act as dispensaries for qualified patients. However, it is unclear when the program will be fully operational. Some have projected that Maryland will not implement the program until 2016.</p>

Inland Empire Patients’ Health and Wellness Center, Inc.</em>) which held that local zoning measures banning the establishment of brick-and-mortar facilities that engage in the distribution of cannabis to state-authorized persons are not preempted by state law.</p>
<p><a href="http://norml.org/news/2013/05/08/florida-lou-gehrig-s-disease-patient-sues-for-cannabis-protection" target="_blank"><strong>Lou Gehrig&#8217;s Patient Sues for Cannabis Protection</strong></a> &#8212; Longtime Florida activist Cathy Jordan, a 63-year-old woman who consumes cannabis to mitigate symptoms of amyotrophic lateral sclerosis (ALS aka Lou Gehrig&#8217;s disease), a debilitating condition that she has lived with since 1986, today filed a suit against Sheriff Brad Steube of Manatee County, FL. Ms. Jordan alleges wrongful conduct on the part of the sheriff&#8217;s department when, on February 15, 2013, they raided her home and confiscated 23 medical cannabis plants, which were being cultivated for her by Cathy&#8217;s husband Robert Jordan.</p>
<p><strong><a href="http://www.huffingtonpost.com/2013/05/07/amendment-64-repeal-fails_n_3229337.html" target="_blank">Effort to Repeal Prop 64 Fails</a></strong> &#8212; A last-minute effort by some Colorado lawmakers to repeal Amendment 64, which legalized marijuana for recreational use in the state last November, was abandoned late Monday night, dying on the calendar.&#8221;</p>
<p><a href="http://tokesignals.com/feds-wont-study-pots-benefits-only-negative-consequences/" target="_blank"><strong>Feds Will Only Study Negative Impacts of Marijuana</strong></a> &#8212; One federal agency controls all the marijuana research done in the United States. And that agency has admitted that it won’t fund research into the benefits of marijuana — only the supposed “negative consequences.”  A spokesperson for the U.S. National Institute on Drug Abuse (NIDA) told the <em>New York Times</em> in 2010 that the agency “does not fund research focused on the potential medical benefits of marijuana.”</p>
<p><a href="http://www.alternet.org/40-years-jail-landlords-renting-legal-pot-dispensaries-massive-new-federal-crackdown-legal-marijuana" target="_blank"><strong>40 Years for Landlords Renting to Pot Shops</strong></a> &#8211;  In several West Coast cities, federal officials are initiating a new round of crackdowns against dispensaries that are seemingly complying with state medical marijuana law. In Seattle,  11 dispensaries received shutdown warnings. In San Francisco,  almost half of the city’s small number of state-licensed dispensaries received similar warnings. And in neighboring cities like San Jose, several others were warned.  The cease-and-desist letters from the Drug Enforcement Administration warn harsh federal punishment, including  as much as 40 years in jail even for landlords that rent to marijuana dispensaries.</p>

<p><a href="http://www.huffingtonpost.com/2013/05/08/kentucky-hemp-lobby-washington_n_3240178.html?icid=hp_search_art" target="_blank"><strong>Kentucky Hemp Lobby Makes DC Inroads</strong> </a>&#8211; A chance encounter at last weekend&#8217;s Kentucky Derby may have given the hemp industry the break it&#8217;s been looking for since the crop was banned in 1970, when the federal government classified it as a controlled substance related to marijuana.  Kentucky&#8217;s Commissioner of Agriculture James Comer, a Republican, told The Huffington Post that he was at a private pre-derby party on Saturday when he found himself chatting with House Speaker John Boehner (R-Ohio) and his chief of staff Mike Sommers. <p><strong><a href="http://norml.org/news/2013/05/02/gao-report-administration-s-anti-drug-strategies-fail-to-meet-stated-objectives" target="_blank">GAO: Administration&#8217;s Anti-Drug Strategies Fail to Meet Stated Objectives</a></strong> &#8212; The federal government&#8217;s anti-drug efforts are inefficient and ineffective, according to a report issued last week by the Congressional watchdog agency, the Government Accountability Office (GAO).  The report assessed whether the Obama administration&#8217;s anti-drug strategies, as articulated by the White House Office of National Drug Control Policy (ONDCP) in its 2010 National Drug Control Strategy report, have yet to achieve its stated goals. In virtually all cases it had not, authors reported.</p>

Weedman” has turned his attention to the criminal marijuana laws themselves.  The Pemberton Township resident has posted online a 12-page legal motion that he said can be used by anyone arrested for possession.  “I’m tired of being a one-man gang,” Forchion said. “I’ve been arguing these arguments for years. I’m just putting it out there. I don’t care who does it, but let’s get it done.”</p>

<p><a href="http://www.huffingtonpost.com/2013/04/17/high-times-cannabis-cup-i_n_3103229.html" target="_blank"><strong>High Times to Hold First Recreational Competition in the US in Denver</strong></a>&#8211; The Rocky Mountain High may never come down again after this April 20th marijuana smoke-a-thon in Denver.  The &#8220;420&#8243; marijuana holiday is expected to draw more than 50,000 pot enthusiasts to Denver&#8217;s Civic Center Park.  At EXDO Event Center, just a couple miles away from Civic Center Park, thousands are expected to attend the High Times event as judges from around the world vote for the best in marijuana.</p>
<p><strong>What is the story behind 4-20?</strong></p>

Dana Rohrabacher (R-Cali.) introduced H.R. 1523, a bill that would immunize from federal prosecution &#8220;individual marijuana consumers [as well as] medical and non-medical marijuana businesses operating in states in which they are legal,&#8221; according to a Marijuana Policy Project announcement.</p>

<p><a href="http://reason.com/blog/2013/04/16/states-can-legalize-marijuana-though-fed" target="_blank"><strong>Congressional Research Service Says States Can Legalize Marijuana</strong></a> &#8212; If you&#8217;ve wondered just whether Colorado and Washington can make marijuana legalization stick in the face of federal law to the contrary, the Congressional Research Service has a (partial) answer for you. In a report dated April 5 of this year, the CRS concludes that states can&#8217;t be dragooned into federal prohibitions. While the federal government can ban what it wants, the Tenth Amendment allows the states to opt out of participating in the law or assisting in enforcement in any way, leaving federal officials to do the heavy lifting themselves.</p>
